Background information

Reimbursement systems are an important factor in shaping the conditions for all actors in health and social care, but there is relatively little evidence on how a good reimbursement system should be designed.

Challenge

Sirona was commissioned by the Confederation of Swedish Enterprise to analyze the incentives and effects that different reimbursement systems give rise to. Furthermore, Sirona was to make recommendations on how the current reimbursement systems for primary care and special housing for the elderly can be further developed to stimulate increased quality and efficiency.

Implementation

A comprehensive analysis of the effects of different reimbursement systems was conducted, based on existing research and practical experience. Furthermore, in-depth studies of existing research and literature were conducted, as well as regular discussions with reference groups consisting of representatives of municipalities, county councils and care companies. Coordination was carried out continuously with the Confederation of Swedish Enterprise.

Outcome

Sirona prepared concrete proposals for reimbursement systems for primary care and special housing, which could be taken further by the Confederation of Swedish Enterprise in dialog with other stakeholders. The work resulted in two reports.
