Background information
Region Gävleborg municipalized large parts of its home care in 2013, but part of the responsibility remained under regional management. The remaining responsibility was thus under discussion whether it should be switched to municipal management or not.
Sirona was commissioned to carry out an in-depth study of the consequences of a "threshold shift" of the remaining part of home care. The analyses covered four perspectives: staff and skills supply, patients, finances and organization and collaboration.
Implementation
To answer the main question, an extensive interview study (approximately 80 interviews), quantitative analyses of volumes and costs, and an external analysis were carried out to obtain lessons and experiences from other regions that have already implemented full-scale municipalization of home care. The study was continuously supported by a steering group and a reference group.
Outcome
The overall assessment was that a threshold shift would benefit both patients and staff and contribute to a clearer division of responsibilities and thus improved collaboration between the region and municipalities. The results of the study have been presented to various political forums and now serve as a basis for discussion ahead of future decisions to be taken in 2022/2023.
