Background information
A medium-sized Swedish county council decided to carry out a review of the county council director's staff and of the activities at central level. Sirona's task was to support the county council management in this work.
Challenge
The purpose of the review was to clarify and develop governance and monitoring, and to evaluate the possibility of reducing administrative costs in the civil service organization.
Implementation
Sirona's initial task was to analyze the county council director's staff, operational and management services and the administrations on county council-wide issues. Sirona also carried out a comparison with three other county councils as references in order to assess costs, staffing and tasks in HR, finance and property issues. Subsequently, improvement work was carried out related to the results of the analysis work. During the project, Sirona conducted an extensive number of in-depth interviews and focus group meetings. In addition, financial reports, budgets, business plans, staffing and role descriptions were analyzed. During the project, Sirona's team reported to the county council director and deputy county council director.
Outcome
The project resulted in proposals for a new organization that effectively manages and monitors the county council's activities. The county council began implementing the project group's recommendations for a new structure. The new organizational structure was intended to promote and facilitate cooperation between different functions in the central staffs and administrations. The work also contributed to a decision to change the committee structure in the county council.
