Background information

The nine Sussa counties are jointly conducting a procurement for Future Healthcare Information Support (FVIS), which is one of the largest IT investments ever in the Swedish healthcare sector. In connection with this procurement, the Sussa counties want to introduce a process-oriented approach and ensure that the procured healthcare information support supports such an approach.

Challenge

The aim of the project was to identify how county councils and regions within the Sussa collaboration should collaborate on processes, and to identify the activities linked to processes that must be carried out jointly before the implementation of future health information support.

Implementation

Sirona provided project management for a working group consisting of operational experts from each Sussa county council. The project group was divided into smaller work streams that were responsible for, among other things, compiling the regulatory requirements that exist on processes, conducting an external analysis of how similar actors work with processes, developing a generic process model based on the National Information Structure (NI) and providing proposals on how Sussa can collaborate on processes. Sirona also provided support in the management of the joint HiPU assignment (Health Informatics, Processes and Output), which included preparatory activities for the implementation of the procured healthcare information support. The purpose of the HiPU assignment was to identify, anchor and compile the common information needs in selected care areas for the basic configuration. In order to configure the common core system, the common information needs needed to be identified as a first step in the work. Sirona had overall responsibility within the project management for reporting and project follow-up. The project's results were continuously anchored with the project's stakeholders and a dialog with the National Board of Health and Welfare was established around their process model for health care.

Outcome

The project developed a generic process model based on the National Board of Health and Welfare's process model for health care in NI. Additions from the NI process model included a section on preventive care and public health.

Furthermore, the project provided suggestions on how Sussa can jointly collaborate on processes, for example in the form of Sussa common process roles, and to define patient processes in accordance with the Knowledge Management program areas.

Sirona Health Solutions' work helped to create a common understanding of processes within Sussa and to develop a framework for future collaboration in this area.
